"On Hold" option in Estimation Phase when we submit request for Peer review in QCT

"On Hold" option should be there in Estimation Phase. When we submit request for Peer review in QCT, SLA clock still runs and some time Peer review takes more time and chances to miss the SLA (mostly for IS demand).

      Our team had an internal discussion on this idea, and we need to confirm you that we are unable to take up this request as it would lead to technically break our SLA metric, which has been agreed with our stakeholders.
