In Demand phase allow to change Regional specific demand

As RTH EW we run regularly into the situation that demand assigned to global will be handled by RTH or the other way around (initially assigned to RTH, however will be delivered by Global team). We would like to have an option to change Regional specific during RG phase I and II.
