Return to TSM button no longer available during Awaiting Approval (UKI)

The "Return to TSM" button is no longer available for UKI RTH demands in the Awaiting Approval stage. This may have something to do with the recently added feature to automate COO approvals, however, I have come across a need to return a request to the TSM and was only able to do this by working with the Service Desk.
