UKI RTH COO Approvers not displaying at "Awaiting Approval"

I am not able to submit current demand DMND0015023 for UKI CTH COO Approval.. When the PDM moved a demand straight to Approval without requiring a Solution Architect, the UKI RTH Approvers did not display in the Approvers Tasks section and we cannot submit the demand request for COO Approval.
