Ability to add worknotes to tickets outside of your group once in TO Qualified Stage.

Sometimes we work on tickets that have been passed on - useful to be able to record notes on other tickets. Example CT products passed to CBS-CT stack.

    TO Qualified Stage means the demand is converted to a demand. Comments can be added to the demand.

    Spoke with Phil. Suggested to allow comments be added once the Idea is in TO Qualified Stage.

    If I get a ticket to the UKI RTH, and it relates to CBS technology this is then passed onto the CBS-CT stack. On a number of occasions I needed to add a separate comment onto the ticket as I received information after it was transferred to CBS-CT. However the comments box is greyed out.
