Add ETC (EMEIA Tax Center) option on intake

ETC is a virtual region in EMEIA and we get requests (around 5-10) in a year which are funded by this region. We need a separate flag in the DMA intake form (Portfolio/Domain seems to be the most relevant place) to flag if a project belongs to ETC region. This flag is already available in our pipeline & PPM and Global finance team use that flag to send the billing to right entity

      This option is not suitable for Portfolio/domain. Maybe a separate field that will be visible for Tax EMEIA. If ETC is selected then OTO folks will know to whom exactly the group needs to be assigned to.
