[SPR] Change the name "SA Team Sign off" to "SA Lead Portfolio Sign Off" in the Sign Off section

We are changing the name from " SA Team Sign Off" to "SA Lead Portfolio Sign Off" in the sign off tabs, since adding a new custom fields are not possible in DMA, we are trying to utilize the existing fields.
